Jacaranda tree freeze

I live in Twentynine Palms, CA, have a Jacaranda tree that has been in the ground for approx 11 years, purchased it at a nursery in a 45-gal container. The tree has had no problems until a couple months ago when we had a freak freeze (ground too) so I am told. The tree looked totally dead. Then about 3 weeks ago it began to start greening up. I was told to get it cut back. The tree trimmer wants to "shape it" which he said might cut into some of the area that is greening. Since I do not know about cutting trees back, I need to know just what needs cutting. Is it safe to cut the tree back at this time of year (late May)? I would think just the part that was damaged by the freeze (dead branch ends). Can you advise on this? Also, what does "young tree" mean? Is my tree considered a young tree? Will it have a chance of blooming again? Help in this regard will be much appreciated. Thank you.
